The movie I'm thinking of was a much smaller budget flick with far fewer actors/actresses.
Basically you had a small group of scientists, the "super soldier" and a small group of military type folks.
That was it.
The scientists sent out the super soldier who killed off the group one by one, until only a gal and super soldier was left and she offed him.
The end!
