While I don't know who apple head fred is, I am happy to see that they may be recapturing some of the essence of the first one. Eeeeeeek!

Yeah, I think that explains it. I've always known that he never speaks. In the remake however he does. When his mask was pulled off of his face when he was younger, he was staring straight ahead and had this blank look on his face. He had no emotion or reaction. Just blank. Empty.

He does speak once in HALLOWEEN. He calls a motor mechanic on the phone so he can steal his overalls. :)
