well, going by thomas harris who has made Lecter into some kind of super hero .. it would have to be him.
Not only is he smarter ... but according to the book Hannibal .. he's faster than lightning, and excellent fighter .. can smell like a dog .. Total bullshit but it puts him over the top. Norman Bates is the weakest of the bunch. |

Ok, lets break this down.
Bates is a Wimp. Bateman was all in his head John Doe only killed with motive Cady was out to get someone in particular. So this leaves Hannibal, the only choice. He just needs to be hungry. Or mad. Or both. |
