I would go with the library/net cafe/friends house idea...I don't think he's really knowledgeable enough to have figured out any other way...
Either way, since he'll probably be back no matter what ANYWAY, here, in answer to your question:
*Go to google, or your preffered search engine
*Look for "free proxy server lists"
*You should find at least one page that has a list of these...simply copy a few down.
*Go into internet explorer
*Tools
*Internet options
*Go into the "connections" tab
*Go into "LAN settings"
*There should be an option to "use a proxy server for your LAN"
*Tick that
*Type in the numbers that make up the proxy server # that you found earlier.
*Hit OK
...and that's pretty much it.
That;s how you do it with cable though...I'm not sure if it's the same with 56k connections.
