i nthought the 1st one was aiming for more of a young teen audience.
it wasnt very clever and was unevenly paced. The deaths were - as you said - pedestrian.
Part 2 was an almost flawless horror film .. totally unexpected.
i keep making comparrisons to The Omen because back in the day - the best horror movies had 2 or 3 spectacular inventive death scenes that had people anticipating the next horror - and talking about it later for days ...
during the latter part of the 80's and beyond horror filmmakers stopped doing that ... it was just hack and slash ... or - they'd go stupid overboard in the other direction (like the Jason or Freddie movies)
FD2 found the right balance ..
