Yes, that's true. I believe they did a little more to it--trimmed the hair in a weird way and recolored the hair (probably also with spray paint).
This was a Don Post "Captain Kirk" mask, and a few years later Don Post Studios was officially involved in the making of, and the marketing of, "Halloween III," which featured 3 Don Post masks pretty prominently. I think a scene or two was shot at the mask factory too. If I am not mistaken, one of the 3 masks (the skull) was an existing product and the other two (the witch and the jack-o-lantern) were designed for the film. When the film was released, those masks were sold to the public as well.
