It's called captcha, Horror:
Google and yahoo use them, and no doubt there is an easy plugin for vBulletin somewhere for one (I will hunt it down for you if you want), it prevents automated creation of accounts, whihc could cut down on this kind of crap.
That is, of course, if you care enough to do anything...
