Basically, many ISP's assign dynamic IP addresses to their customers. So each time someone logs in/resets their connection, they are allocated an IP address from a pool of IP addresses that the ISP administers. So they may get a different one each time they eg reset their ADSL router. So banning them by IP could mean that
a/ they just reset their connection and get a different IP address - 'permanent ban' avoided
b/ if an 'innocent' member of the forum is with the same ISP and picks up a 'banned' IP on dynamic allocation, they will have problems.
