The directorial debut of Joe Dante (who's other little creatures films include Gremlins, Gremlins 2 & Small Soldiers and who directed The Screwfly Solution and Homecoming episodes of Masters of Horror)

Piranha 2: The Spawning was the directorial debut of James Cameron

After reading your hints i knew this one..... I guess ill go...

Filmed in Luxemburg, but set in an entirely different european country

Never had a theatrical release in the US, but the director recently had a very successful feature that was.

Main character once played a health nut turned heroin addict.

Features a prop gun that constatnly jammed, incidently increasing the tension in the final film.

They are british troops (mostly english) up in Scotland. England and Scotland would both be offended by saying a "european country" lol :p
