I always understood if an IP address is restricted, the user cannot then re-register in a forum?

Or can the same computer front different IPs every time?

yeh. unless that person knows how to do something where u can change ur IP or whatever

as for sistinas, im not sure why he hasnt been IP banned yet. my feeling is that he/she seemeed to be a decent poster up until the bannings

as for darthbane, who i think was the only IP ban, he was NEVER constructive.
